President Volodymyr Zelensky of Ukraine attended a summit of European leaders in Moldova, where he intensified his case for Ukraine to join NATO and obtain security guarantees. The United States and other NATO allies have so far been hesitant to take that step, as it could bring the alliance into conflict with Moscow. However, Zelensky believes that NATO should decide this year whether to admit Ukraine as a member. The government in Kyiv views membership as the ultimate guarantee of its security, especially given Russia’s invasion of Ukraine more than 15 months ago. During the meeting, the leaders also discussed the long-running dispute between Armenia and Azerbaijan over their common border. Discussions regarding the issues have also been held outside Washington and in Brussels in recent weeks.
