Comer Cancels Wray Contempt Vote as F.B.I. Agrees to Share Document on Biden

House Republicans have decided to cancel the initiation of contempt of Congress proceedings against Christopher A. Wray, the director of the Federal Bureau of Investigation (FBI). This is due to the agency agreeing to provide all members of the Oversight Committee with a document that contains an unverified allegation of bribery against the President from years ago. It is a rare move in the face of targeted initiatives by Republican members of the House to expose wrongdoings by President Biden. Mr. Wray permitted Representative James Comer, the Chair of the Oversight Committee, and Representative Jamie Raskin, the ranking Democrat, to view the document and receive a briefing on its contents. However, the FBI barred lawmakers from leaving the area with the document or showing them the unredacted copy. This move irked Mr. Comer, who had scheduled a disciplinary vote against Mr. Wray for contempt of Congress. The FBI, however, offered to provide a similar briefing to the entire Oversight Committee as a way of satisfying demands from Speaker of the House, Kevin McCarthy, who expressed his hope that an agreement would be reached.

Republicans have promised to use their subpoena power to investigate President Biden’s son, Hunter, and brother, James, with the aim of linking their international business deals to the president since taking over the House. However, to date, there has been no concrete proof that the president received payments from foreign businesses or engaged in corrupt activities. The efforts to target the FBI and the Justice Department started after the agencies launched inquiries into former President Donald J. Trump, who is vying for the Republican presidential nomination and has been apprised that he is the subject of a federal investigation into his handling of classified documents after leaving office. Republicans have long claimed that Hunter Biden used his membership of a Ukrainian energy company, Burisma, for which he was well-compensated, to sway his father’s decisions. In 2020, Mr. Giuliani, Mr. Trump’s personal lawyer, circulated materials about Hunter Biden that included photos and documents revealing drug use and prostitution that he deserted on a laptop at a Delaware repair shop. In 2020, Attorney General William P. Barr ordered federal prosecutor Scott W. Brady in Pittsburgh to explore information on the Biden family, forwarding relevant material to other prosecutors. Despite this, the bribery allegation levelled against Mr. Biden dating to 2020 was not raised to a preliminary investigation by the U.S. attorney in Delaware but was made available to other prosecutors. The investigation into Hunter Biden’s business affairs has been extensive but is now concentrated on possible tax and firearm violations. Mr. Comer, the chair of the Oversight Committee, has argued that his committee needs the document on President Biden so that congressional investigators “may be able to subpoena relevant bank accounts, interview pertinent witnesses, and corroborate” the allegations made by the informant. As part of the agreement, the FBI is giving Mr. Comer and Mr. Raskin access to two additional documents related to the allegations.
