In contrast, Republicans seek to limit aid to Ukraine, contending that the nearly two-year war has led to excessive U.S. expenditure without a clear end in sight.The border issue has also been a major point of contention as the number of migrants entering the U.S. reached record levels in recent months. The influx has strained some cities, whose mayors claim they lack the resources or infrastructure to accommodate the incoming migrant population. Consequently, this crisis has driven Republicans to intensify their demands for border security measures that the Democrat-led Senate is unlikely to approve.These conflicts have led to a stalemate in passing the emergency aid package for months. Both Democrat and Republican lawmakers have assured that they are working to find common ground.Both sides seemed optimistic about making progress. For instance, in January, Johnson and Democratic Majority Leader Chuck Schumer of New York reported a productive meeting with Biden, affirming that they would be able to achieve a bipartisan agreement on addressing the border, Ukraine, and the rest of the president’s funding requests.However, recent political obstacles have impeded this progress. In closed-door discussions, Senate Minority Leader Mitch McConnell of Kentucky reportedly informed senators that former President Donald Trump aimed to thwart the deal in order to prevent Biden from scoring a political victory during an election year. Trump has consistently used the border crisis as a campaign issue against Biden in his 2024 re-election bid.
