Google has not confirmed the timeline for the availability of Circle to Search on other Pixel devices, but considering the recent advertising and exclusivity of the feature on S24, it is anticipated to be released soon. It is also speculated that Circle to Search may be included in the upcoming Pixel Feature Drop.
