**Fighting**

In the Russian-occupied city of Lysychansk, at least 28 people, including a child, were killed after a restaurant and bakery were hit by shelling. Russia accused Ukraine of the attack, while Ukraine did not comment on the incident. Just a fraction of Lysychansk’s pre-war population of 110,000 remains in the city, according to Ukrainian officials.

President Volodymyr Zelenskyy visited Ukrainian soldiers facing continuous attacks from Russian forces on the front line in the village of Robotyne in the southeastern Zaporizhia region. Zelenskyy met with troops from the 65th Mechanised Brigade and presented medals.

During his visit, Zelenskyy appointed Ivan Federov as the new head of the Zaporizhia regional state administration. Federov was captured by Russian soldiers in March 2022 as they entered the city of Melitopol, where he was then mayor, for refusing to cooperate with Moscow.

US senators revealed the text of a long-anticipated bipartisan deal that would provide $60 billion in new aid for Ukraine while tightening US border laws. President Joe Biden expressed strong support for the bill and urged Congress to back it, with the first vote expected on Wednesday.

Turkey’s Foreign Minister Hakan Fidan shared that President Recep Tayyip Erdogan would discuss a new mechanism to allow Ukrainian grain exports through the Black Sea during Russian President Vladimir Putin’s visit to Turkey, scheduled for February 12.

Police in Moscow detained about 20 journalists for several hours at a rally where the wives of Russian soldiers in Ukraine called for their husbands to be brought back home.
